In Montgomery County, the rules are stricter—fences over 4 feet in the front yard or 6 feet in the side and rear yards need a permit. Additionally, pool fences must be at least 5 feet tall and also require a permit.

Baltimore County requires a permit for fences over 42 inches in the front yard and over 6 feet in other areas. In Frederick County, permits aren’t generally needed unless the fence is around a pool or exceeds local height restrictions. However, some municipalities within the county may have specific rules.
